Carla Queirolo holds a degree in Communication Sciences from the Universidad de Lima, with a specialization in Communication for Development. She also holds a master’s degree in communication from the Pontificia Universidad Católica del Perú and is a doctoral candidate in Anthropology at the same institution.
She has more than 20 years of experience in the design, management, and evaluation of sustainable development projects. She served as a Project Management Specialist in USAID/Peru’s Sustainable Development Program, leading initiatives to promote licit development, strengthen local capacities, and expand opportunities through digital technologies and services. Among her key contributions are the Digital Inclusion Program, the CR3CE Alliance, and the coordination of the Amazon Alliance in response to COVID-19.
She has advanced the strengthening of strategic value chains, with a particular emphasis on coffee production, through the CAFÉ Alliance in partnership with TechnoServe, benefiting thousands of producer families in regions such as San Martín, Huánuco, and Ucayali.
She has also collaborated with the Johns Hopkins University Center for Communication Programs, designing and implementing communication strategies for sexual and reproductive health across Latin America.
As a Mission Disaster Relief Officer (MDRO), she played a key role in planning and coordinating responses to natural disasters, coordinating efforts among development agencies and local authorities.
Cecilia has over 35 years of professional experience. Her career has been shaped primarily at the United States Agency for International Development (USAID/Peru), where she held key positions that enabled her to integrate strategic vision, operational execution, and multisectoral coordination.
Throughout her career, she has led and supported the management of initiatives in human rights, democracy, and institutional strengthening, serving as a bridge between the public sector, civil society, the private sector, and the international development community.
She served as Senior Executive Assistant to the USAID/Peru Mission Director, giving her direct exposure to decision-making processes, risk management, efficient resource allocation, and the alignment of policies, programs, and results.

Alvaro Gaillour is a public health physician and graduate of the Universidad Peruana Cayetano Heredia, holding a Master of Science degree from Heidelberg University, Germany.
He has more than 25 years of hands-on leadership experience in international development and sustainability, implementing high-impact donor-funded programs at national scale. His experience spans the design and implementation of complex initiatives funded by major development agencies, including the World Bank, USAID, and the Inter-American Development Bank.
His career spans both public and private sector institutions, where he has led multi-stakeholder programs using results-based management and social management frameworks. He applies a strong governance approach to ensure accountability, institutional strengthening, and long-term sustainability across diverse operational settings.
His core expertise encompasses environmental and social sustainability, climate change management, biodiversity conservation, protected area management, and public health-related development programs. He has a proven track record of aligning donor requirements with national priorities while delivering measurable and sustainable results.
He has served particularly in roles focused on governance, climate resilience, environmental protection, and socially responsible development, where strategic leadership and evidence-based implementation drive lasting impact.
